Which online course platform has the lowest fees?

It depends on your revenue. Below roughly $1,000/mo, free or cheap entry plans (CourseKit Free, Skool) keep the most despite higher percentages. As revenue grows, falling-fee or zero-fee structures win — by $10,000/mo, a 7.5–10% fee costs more than any subscription on this page.

Do these numbers include card processing?

No — Stripe or PayPal processing (~2.9% + 30¢ per card transaction in the US) applies on every platform roughly equally, so it cancels out of the comparison. The numbers isolate what differs: the platform's own cut and its monthly price.
